SECTION 10 REFEREES AND RULE ENFORCEMENT

This Section provides a comprehensive summary of all penalties used in Lone Star Legends Flag Football. It defines enforcement standards, yardage, and the resulting downs or automatic outcomes to ensure consistency across all games and divisions. The goal is to uphold safety, fairness, and competitive balance while preserving the league’s fast-paced style of play.

A. General Enforcement Rules


• Penalties are enforced from the line of scrimmage unless otherwise stated.
• Spot fouls (flag guarding, contact, blocking past LOS, holding, pass interference, etc.) are enforced from
the spot of the foul or end of run.
• After-play penalties (unsportsmanlike conduct, sideline encroachment) are enforced from the end of the
play.
• The opposing head coach may decline any penalty.
• Offense and defense share equal responsibility to avoid contact.
• The Head Referee confirms final yardage and down results for all calls.


B. Offensive Penalties

 

LOS FOULS - 


False Start – Offensive movement before the snap. 5 yards, replay down. Safety: No.
Illegal Formation – Wrong alignment. (Ex. No receiver on LOS) 5 yards, replay down. Safety: No.
Illegal Motion – More than one player in motion or more than one in forward motion before snap. 5 yards, replay down.
Safety: No.

Delay of Game – Failure to snap within 25 seconds. 5 yards, replay down. Safety: No.
Offensive Holding / Illegal Block – Arms not behind back, leaning, tripping, contact initiation, forward motion on 180 Degree Shuffle Blocking, angle clearly steeper than 45 degrees on Flow Blocking; 10 yards, loss of down. Safety: Yes.

Illegal Rush Inside 5 Yards - Crossing through No Rush Window inside of 5 yards of the goal line. 5 yards, replay down. Safety: No

 

SPOT FOULS - 


Blocking Past DSL – Any blocking beyond Defensive Start Line. 10 yards from spot of foul, loss of down.
Safety: Yes.

Charging / Offensive Contact – Runner initiates or lowers shoulder into defender. 10 yards from spot of
foul, loss of down. Safety: Yes.

• Illegal Dive/Hurdle/Spin - Runner leaves feet into traffic, spins into traffic not away from it, diving for any reason other than to catch a ball. 10 yards from spot offoul, loss of down. Safety: Yes.
Flag Guarding – Runner uses hands or arms to block flag attempt. 5 yards from spot of foul, loss of
down. Safety: No.

 

AFTER PLAY FOULS - 


Unsportsmanlike Conduct – Arguing, taunting, profanity, excessive celebration. 5 yards from end of play. Safety: No.

• Late Illegal Contact/Late Hit - Contact after the whistle. 10 yards from end of play. Safety: Yes. (Ejection Review)

C. Defensive Penalties

FREE PLAY FOR OFFENSE FOULS -


Offsides/Neutral Zone Infraction/Improper Alignment – Lining up beyond DSL at the snap (Unless directly over a LOS reciever) or lining up across the LOS at the snap. 5 yards, replay down. Safety: No. Offense can decline and keep play.
Ineligible Blitz / Early Rush – Crossing DSL (Defensive Start Line) before the Center snaps the ball. 5 yards, replay down. Safety: No. Offense can decline and keep play.
No-Rush-Box Violation – Crossing LOS from no-rush box. 10 yards, automatic first down. Safety: Yes. Offense can decline and keep play.

DURING THE PLAY FOULS - 


Contact / Collision – Any body contact that turns the body, incidental or intentional. 10 yards added to end of play, automatic first down. Safety: Yes. Light brushing/bumping is the only contact that should be tolerated on either side. 
Pass Interference – Contact before or during catch attempt. Spot of foul, automatic first down. Safety:
Yes.

Holding / Grabbing Jersey – Restricting receiver or runner with hands. Spot of foul (10 yards), automatic
first down. Grabbing flag belt not flag. Safety: Yes.

Early Flag Pull – Flag removed before receiver possession. Play Continues. No Penalty just makes it harder for Defense.
Ineligible Diving – Diving for flag outside pursuit zone (Past Defensive Start Line downfield only). Diving must be from the rear while in persuit.10 yards added to end of run, automatic first down. Safety: Yes.

 

AFTER PLAY FOULS - 


Unsportsmanlike Conduct – Arguing, taunting, profanity, excessive celebration. 5 yards from end of play. Safety: No.

• Late Illegal Contact/Late Hit - Contact after the whistle. 10 yards from end of play. Safety: Yes. (Ejection Review)


D. Special / Dead-Ball Infractions


Delay of Game (Team) – Failure to field team promptly. 5 yards, replay down. Safety: No. (Free Play for Offense if on Defense)
Too Many Players – More than 5 on the field at snap. 5 yards, replay down. Safety: No. (Free Play for Offense if on Defense)
Sideline Encroachment – Coaches or players entering field during play. 5 yards from end of play. Safety:
No.
Coach / Player Interference – Contact or verbal interference with live play. 10 yards, auto first down
(defense) or loss of down (offense). Safety: Borderline.
Abuse of Officials – Profanity or arguing with referee. 5 yards, auto first down (defense) or loss of down
(offense). Safety: No. 


E. Ejection & Minimum-Player Rule


Third contact or safety-related infraction (Unintentional Contact beyond light brushing/bumping) = ejection for remainder of half.
Deliberate violence or intent to harm = ejection from game and league review.

Reckless Contact (Non-Deliberate, but too aggressive to be considered unintentional.) = Ejection from half at referee's discretion. A warning may be given first.
• Referees may not eject players beyond what leaves a team with fewer than 4 eligible players.
• If ejections reduce a team to 4 players, the game continues for that half.
• If a remaining player commits deliberate violence, the team forfeits the game. (Deliberate is the key)


F. Referee Discretion & Offsetting Penalties


• Referees may declare offsetting penalties when both teams commit fouls.
• Officials may confer to confirm correct spot and enforcement.

G. Legend – Safety Classification


Safety-Related: Contact, blocking, or no-rush-box violations that could cause injury. Counts toward
contact/safety ejection.
Borderline: May count toward ejection if referee deems contact occurred.
Non-Safety: No contact risk; does not count toward ejection.

SECTION 10 PART II – ENFORCEMENT AND ADDITIONAL INFORMATION

This section clarifies how all penalties and on-field contact situations are to be enforced across every
Lone Star Legends Flag Football division. The goal is to ensure consistent, objective officiating based on the result of play rather than perceived intent, while maintaining the league’s emphasis on safety, fairness, and
accountability for both sides of the ball.


A. Enforcement Philosophy


• Penalties are enforced based on result, not intent. Officials should judge the visible outcome of contact or
violation, not player motivation.
• Both offense and defense share equal responsibility for avoiding contact at all times.
• The player who initiates contact or creates the chain of contact bears responsibility for the foul.
– Example: if one player collides with an opponent and that opponent stumbles into a third player, the initial
player is penalized.
• Minor brushing/bumping or incidental contact is not penalized if neither player’s direction or balance changes.
• Referees should look for change of direction, posture, or body shift when judging contact.
• When contact occurs simultaneously, the foul is charged to the player who moved forward first or
generated the greater impact.


B. Warnings and Verbal Control


• Officials are encouraged to use verbal warnings for borderline brushing or touching when the referee
determines there was no safety concern.
• A brief stoppage or explanation may be used to instruct players if behavior can be corrected safely
without penalty.
• Coaches should reinforce proper technique following any warning.

C. Flopping and Simulation


• Players who exaggerate, simulate, or act to draw a penalty will first receive a warning.
• Repeated or deliberate attempts to deceive officials result in a 10-yard Unsportsmanlike Conduct
penalty from the end of the play.
• Any pattern of such behavior may also lead to a loss of playing time at the discretion of the league
commissioner.


D. Referee Authority and Communication


• Officials have full authority over in-game enforcement. Judgment calls are not open for debate.
• Only the Head Coach may request a brief conference with the Head Referee between plays to seek
clarification. This should not be overused at Head Referee discretion.
• If coaches or teams believe penalties are being applied inconsistently or outside the intent of league rules,
the issue should be referred to the League Commissioner or Division Director after the game. During the game the Head Referee or in some cases Referee Supervisor has full discretion.
• Officials are expected to maintain consistent interpretation and tone throughout each game and across
all divisions.
• The league encourages active communication between referees and directors to ensure rule application
remains uniform throughout the season.


E. 3–4 Division Simplified Rules


• The 3–4 Division will operate under a separate, simplified rule and penalty system designed for
developmental play.
• These simplified rules override all other league regulations for that age bracket.
• They are teaching tools only and do not serve as precedent for enforcement standards in older
divisions.
• All other age groups follow full league enforcement and penalty standards as defined in Sections 3 and 5.


F. Summary of Key Principles


• Enforcement is based on result, not intent.
• Both sides share equal responsibility to avoid contact.
• The player who initiates or causes contact is at fault.
• Minor brushes/bumps without physical redirection are not penalized.
• Officials apply warnings first when safe to do so.
• Coaches, referees, and directors collaborate in real time to uphold the spirit of fair play and safety.
• Consistency and communication are the foundation of good officiating across all Lone Star Legends Flag Football Divisions.
